The changes are detailed in each document under a “Summary of changes” table. Some of the key changes are summarised below:
- Required validity on all existing accreditation at the time of higher accreditation re-approval is changing from 30 to 45 days
- Introduction of new requirement for audit at Head Office (HO) for multi-operating centre accreditation (MOCA). The HO has to be audited first and every year, even if no vehicles are operated from that site. The HO audit is included in the new ratio detailed in point 3
- Updated MOCA audit ratio, as follows:
|Version 4||Version 5|
|Number of operating centres||Total number of audits required annually||Number of operating centres||Total number of audits required annually|
|1-3||1 audit at each||2-4||2 audits|
|4-15||3 audits||5-15||3 audits|
|16+||20% sample||16+||20% sample – no change|
A transitional provision is in place for existing MOCAs regarding the new audit ratio and head office audit requirement. This means that the current version 4 ratio will apply throughout 2019 without an audit at the HO. However, any MOCA re-approval audits in 2020 will fall under the updated rules and procedures, including the above ratio and HO requirement. The provisional transition does not apply to organisations becoming MOCAs from 14 January 2019.
