Throughout the COVID-19 pandemic, changes have been made to the WRRR Silver ‘S5 Professional development’ requirement. Below are a summary of those changes.
WRRR S5 temporary relaxation initial announcement - May 2020
During the COVID-19 pandemic and in order to provide support to FORS members, FORS introduced a temporary relaxation for meeting the work-related road risk (WRRR) professional development requirement S5 for FORS members wishing to progress to Silver, or renewing their Silver accreditation. This allowed members the opportunity to pass the WRRR training requirement by undertaking the theory part only of Safe Urban Driving (SUD) or Van Smart (VS), with the practical on-cycle element undertaken by the time of the following yearly Silver re-approval audit.

WRRR S5 temporary relaxation update - September 2020
In September 2020, the temporary relaxation for meeting the work-related road risk (WRRR) professional development requirement S5 for FORS members wishing to progress to Silver or renewing their Silver accreditation was further extended until 2022, meaning that members were able to pass the WRRR training requirement by undertaking the theory part only of Safe Urban Driving (SUD) or Van Smart (VS), with the practical on-cycle element undertaken by the time of their yearly Silver re-approval audit in 2022.

WRRR S5 temporary relaxation amendment – October 2021 – LIVE version
2021 has been more challenging than anticipated when the work-related road risk (WRRR) ‘S5 Professional development’ temporary relaxation was introduced last year. Consequently an amendment has been agreed by the FORS Governance and Standards Advisory Group (GSAG) for operators with Silver audits taking place in the first half of 2022.
This amendment to the temporary relaxation means that members will be able to pass the mandatory five-year S5 WRRR training requirement as detailed below:

Safe Urban Driving, Van Smart, or a FORS Approved WRRR training course (that includes on-cycle hazard awareness or immersive interactive learning) shall be completed as listed at Annex 1 of the FORS Standard | Safe Urban Driving, Van Smart, or a FORS Approved WRRR training course (that includes on-cycle hazard awareness or immersive interactive learning) shall be completed as listed at Annex 1 of the FORS Standard |
OR Where the on-cycle training is due and cannot be completed: |

Safe Urban Driving theory only, Van Smart theory only, or a FORS Approved WRRR training course shall be completed as listed at Annex 1 of the FORS Standard. | |

An on-cycle training completion plan shall be uploaded at audit that includes evidence of confirmed future bookings, or evidence of engagement with training suppliers if booking ahead is not possible. The on-cycle training completion plan shall be completed by the next Silver audit in 2023. |
All other training requirements at Silver ‘S5 Professional development’ for drivers and managers shall be completed as listed at Annexes 1 and 2 of the FORS Standard.
