Requirement
To monitor and manage fuel consumption and emissions and commit to reduce negative environmental impacts.
Purpose
To understand operational performance levels and the impacts on the environment.
Demonstration
FORS Operators shall have a policy and supporting procedures in place to monitor fuel consumption and environmental impact.
The policy and procedures shall outline the organisation’s commitment to environmental performance, name the Fuel and Emissions Champion and describe how:
- Environmental regulations and standards are complied with
- The vehicles and fuel type selected are suitable for the tasks to be undertaken
- Fuel usage data is collected and monitored by VRM, including AdBlue where relevant and the diesel to AdBlue ratio
- Fuel spillages are minimised and managed
- Engine-idling is minimised to reduce fuel waste and unnecessary emissions, and eliminated in accordance with relevant regulations
- Basic due diligence is conducted to ensure that any low carbon fuels used are reputably sourced (such as through an assurance scheme)
FORS Operators should calculate well-to-wheel fleet emissions annually, making use of the FORS Emissions Calculator or a FORS Approved alternative.
The policy, procedures and records relevant to fuel and emissions shall be:
- Documented and reviewed in accordance with requirement M1
- Retained in accordance with requirement M2
- Communicated in accordance with requirement M5
- Included in Professional Development Plans in accordance with requirement D4
The Fuel and Emissions Champion shall be identified in the organisation chart in accordance with requirement M4.
Prepare the following evidence
Documented environmental impact policy and procedure.
Fuel and/or energy consumption reports showing how fuel, AdBlue and/or energy usage is recorded and monitored across the fleet per VRM. Examples of acceptable evidence include:
- Records showing vehicle registration mark (VRM), date, litres or kWh purchased, and fuel type
- Periodic (daily, weekly or monthly) fuel consumption summary reports by VRM
- Fleet management or telematics reports showing fuel or energy usage by vehicle
Evidence demonstrating the accuracy and integrity of fuel and/or energy consumption data. Examples of acceptable evidence include:
- Fuel purchased versus fuel consumed analysis
- MPG or energy efficiency calculations
- KPI or performance dashboards/reports
- Exception reports identifying unusual fuel usage, missing transactions or odometer discrepancies
- Management review or sign-off records
- Fuel reconciliation reports
Records for diesel to AdBlue ratio being collected and monitored by VRM, such as:
- Calculated ratio reports
- KPI / performance dashboards
- Analysis or monitoring logs
Evidence that vehicle idling is monitored and reviewed, where applicable. Examples of acceptable evidence include:
- Telematics reports showing idling time by vehicle or driver
- KPI dashboard showing idling trends and performance
- Exception reports identifying excessive idling
- Reports showing progress against environmental targets
- Spot checks/gate checks incorporating vehicle idling
Evidence that action is taken to reduce excessive idling and improve environmental performance. Examples of acceptable evidence include:
- Driver coaching, toolbox talks, briefings, signage and posters
- Corrective action records
- Improvement plans
- Review meeting minutes
- Operational changes that are implemented to reduce idling
